The Federal Energy Regulatory Commission (FERC) approved the federal certificate required for the Atlantic Bridge project, a stepping stone for Spectra Energy to pump unnecessary fracked gas north through a new compressor station in Weymouth. Governor Baker continues to say the decisions are with the federal government, but his administration’s Energy Facilities Siting Board (EFSB), as an intervenor, in the FERC process, can file a Request for Rehearing. The deadline to file is THIS FRIDAY. The Governor oversees this key state committee chaired by Secretary Matthew Beaton. Can you urge Governor Baker to stand up for Weymouth and ensure that the EFSB files a Request for Rehearing for the Atlantic Bridge project?

A recent paper shows that New England has a declining need for fracked natural gas. Research shows that the supply of fracked natural gas from the Marcellus Shale is also likely to decline.  It seems the real reason that a bigger compressor station in Weymouth would be needed is to export fracked natural gas through New England to Canada for export. The people of Weymouth should not have to pay with their health for a multi-billion dollar corporation to profit from exporting this product.

Senators Markey and Warren Call on FERC to Rescind Authorization for Spectra’s Atlantic Bridge Pipeline

Announcement of Commissioner Bay’s resignation will lead to lack of quorum necessary to hear public challenges to pipeline

Senators Edward J. Markey (D-Mass.) and Elizabeth Warren (D-Mass.) today sent a letter  to the Federal Energy Regulatory Commission (FERC) calling on it to immediately rescind the order authorizing Spectra’s Atlantic Bridge pipeline project in light of Commissioner Norman Bay's resignation from FERC on February 3, 2017, which leaves FERC without the quorum needed to be able to hear challenges of this pipeline approval.

The absence of a quorum at FERC could prevent opponents from challenging FERC’s approval of the Atlantic Bridge pipeline project for as long as the vacancies persist. FERC’s authorization of the pipeline will allow for the construction of new and expanded compressor stations, larger pipelines and the potential for natural gas to flow north out of New England to Canada, which could pave the way for the exportation of natural gas out of our region as liquefied natural gas.

“Given the announced resignation of former Chairman Bay following the approval of this pipeline project, we ask that FERC immediately rescind the order authorizing Spectra’s Atlantic Bridge Project until a new quorum can be reconstituted at the Commission,” write Senators Markey and Warren to FERC Acting Chairman Cheryl LaFleur. “Only by rescinding this pipeline approval until that time can the American people be assured that their voices will be properly heard and that this pipeline will not be permitted to go forward while opponents are silenced.”

Safety Information Meeting on the West Roxbury Lateral Pipeline (WRL). West Roxbury Saves Energy (WRSE) is holding a SAFETY INFORMATION MEETING with the Community Liaison Representative from the Pipeline Hazardous Materials Safety Administration (PHMSA), an agency of the U.S. Department of Transportation. Now that the pipeline is operational (since January, though the City’s legal appeal in D.C. is still pending), PHMSA has oversight of regulations pipeline operators like Spectra and National Grid must follow, including plans that would involve our “first responders,” as our Police and Fire Commissioners have requested. To the best of our knowledge, Spectra and/or National Grid have failed to comply with many of these regulations--including, prior to the commencement of pipeline operations--the preparation of emergency plans. This meeting is therefore an opportunity to bring these concerns to the attention of the PHMSA representative in person and learn what enforcement actions PHMSA can and will take.
