Comment on Energy Bill Amendments

Recommendations from PLAN-NE.
The Massachusetts Senate's version of the energy bill, S.2372, will go to the full Senate for a vote tomorrow (Thursday). The bill is an improvement over the House version, but could be made much better by the adoption of several amendments that have been introduced.
Please contact your MA Senator TODAY. Let him or her know that you support the bill's goals of moving us towards a clean energy future, and please ask your Senator to support the following amendments relating to gas infrastructure:

  • Amendment #1 (filed by Senator Jehlen) banning the so-called pipeline tax.

  • Amendments #22 (Senator Pacheco) and #104 (Senator Gobi) to prevent the DPU from granting survey access to pipeline companies over landowner objection, unless and until the company has a FERC certificate.

  • Amendments #56 (Senator O'Connor) and #96 (Senator Montigny) to impose commonsense restrictions for siting of compressor stations and LNG storage facilities. While the pipeline companies will argue that such siting laws are preempted, FERC often will make pipeline companies comply with reasonable state and local laws that are not obstructionist bans, so Massachusetts is better off with them on the books.

  • Amendments #31 (Senator Lewis) and #62 (Senator Eldridge) to improve the Energy Facility Siting Board's review process, adding public health impacts analysis and strengthening environmental review

  • Amendments to strengthen our gas leaks law, in particular #12 (Senator Creem) and #65 (Senator Eldridge)

No Fracked Gas in Mass also recommends supporting these amendments as well:

- Allows energy generated at one time to be stored for use by the grid at another time. Crucial support for increases in solar or wind power and for meeting peak demand.

#66 Low-Income Solar Net Metering
- Restore Retail Net Metering Rates

#67 Net Metering Caps
- Raise net metering caps
